On 24 August 2019, the Town Council of the Corporation of Harpers Ferry heard testimony and received evidence in the trial of Case v. Johnson, No. 2019-HFTC-01, contesting a previous decision to reject four provisional ballots in the 2019 Harpers Ferry municipal elections. On 11 September, the Town Council issued its majority opinion and order, again rejecting the four provisional ballots. A dissenting opinion was also issued. Following an appeal, the Jefferson County Circuit Court heard oral arguments on Monday, 28 October and issued an order on Wednesday, 6 November reversing the Council's decision. The Town Council of Harpers Ferry consists of the Mayor, Recorder, and five Council members, each elected for terms of two years in June of each odd-numbered year. The next elections will be held on Tuesday, 8 June 2021.
Regular monthly meetings of the Council are held at 7:00 p.m. on the second Monday of each month. Special meetings are scheduled as necessary. Notices of all meetings are posted at the Harpers Ferry Post Office, on the bulletin board outside the main door of Town Hall, and inside Town Hall. Council appoints members to the various commissions and committees from a pool of citizen volunteers. Terms of appointed members expire regularly. Persons interested in serving the town government at this level should contact the Mayor or a Council member for further information. All meetings are open to the public and are held upstairs at Town Hall.
